Because you put it in about me section, it will be in your about me section on your profile. You need to put it in the Body tag where the background image is located. This would make it show at the very top. Or, you can define an area to display the marquee using a %26lt;div%26gt;.

have you thought of just using
%26lt; m a r q u e e %26gt; %26lt; / M a r q u e e %26gt;
and to make it go up or down you just do
%26lt; m a r q u e e d i r e c t i o n = " up " %26gt;
with out all the spaces of course
