no you cant do that. Ive tried. but to make letters bold you just do this%26lt;b%26gt; text here%26lt;b%26gt;. b would be for bold,i for slanting and u for underlining

Using codes you can make the body of the bulletin bold, italisized, underlined, striked.. etc

but you cant add any effects to the subject.

No, you can't bold the subject in bulletins. Even if you could... If you really think about it, the bulletin subjects are already bold when you view them all, Lol.
